Our client Water and Sanitation for the Urban Poor (WSUP) advisory is looking for a Financial Controller for a project estimated at 14 months. WSUP advisory supports the transformation of cities to benefit the millions who lack access to improved water and sanitation. They achieve this by providing consultancy services aimed at strengthening service providers as well as the regulatory, financial and governance frameworks in which they operate. Their focus on service providers promotes incremental and sustainable change by providing organisations with practical tools and strategies linked to step by step improvements in capacity and daccess to resources. WSUP Advisory draws heavily on its own experience of delivering effective service models in six core programme countries in Africa and South Asia since 2006. The organisation has been working alongside the Lusaka Water and Sewerage Company (LWSC) in Zambia for nine years in which time the programme has ensured access to improved water and sanitation services for half a million people.

About the Project The Lusaka Sanitation Project (LSP) consists of a set of interventions in the city of Lusaka, aimed at addressing the sanitation challenges through a city-wide approach. It is being implemented by the Lusaka Water and Sewerage Company (LWSC) and supported by five IFIs, namely the World Bank (WB), African Development Bank (AfDB), Millennium Challenge Corporation (MCC), German Development Bank (KfW), and European Investment Bank (EIB). The project covers infrastructure development as well as developing LWSC’s capacity to manage all aspects of sanitation, from conventional sewerage to on-site systems and faecal sludge management (FSM). Under the LSP, LWSC plans to construct 12,000 household on-site sanitation facilities; four faecal sludge treatment plants for the peri-urban and low-income communities of Lusaka; 10 Decentralized Wastewater Treatment Systems (DEWATS); construction of 100 public toilet facilities; and expansion and rehabilitation of existing sewerage network up to an estimated 520km to cover both urban and peri-urban communities of Lusaka. LWSC intends to use part of this funding for technical assistance in FSM business development with the objectives to: 1. Assess and advise LWSC on the business potential that exists with regard to FSM services in Lusaka; 2. Prepare a FSM business plan to guide LWSC in achieving safe and efficient collection; transportation, treatment and reuse of the faecal sludge generated in the city; 3. Identify and evaluate FSM service delivery models, including the franchising model that LWSC is currently considering, and advise on the most appropriate model; 4. Provide technical support to LWSC in implementation of the FSM business plan and the chosen FSM service delivery model.

Job Description
The project controller will report to the team leader and will be responsible for:
1. Creating, maintaining, updating and reforecasting the project schedule and resource plan using MS project
2. Advise the line manager /team leader on international staff calendar scheduling to ensure timely availability and exit especially with international consultants
3. Quickly inform the team leader of envisaged delays and discuss mitigation measures
4. Close collaboration with WSUP country programme to better understand evolving sector relationship management that can impact on project implementation
5. Managing the document management process for the project using Citrix Sharefile
6. Preparing monthly project progress reports
7. Preparing project budgets, forecasts and invoices
8. Validating and confirming payments to sub-consultants and vendors and ensuring costs are controlled and documented
9. Maintaining the project risk register and assuring that mitigation actions are undertaken
10. Preparing and supporting applications for contract variations (if any)
Candidate Requirements
Knowledge and Experience
ESSENTIAL:
 Bachelor’s Degree in Finance /Accounting and /or ACCA/CIMA/ZICA finalist or equivalent / or project management
 Higher degree in project management, finance or similar
 Member of the Zambia Institute of Chartered Accountants
 Experience of accounting principles and the ability to apply them in practice
 High level of experience of using Microsoft Office: Word, Excel, Outlook and PowerPoint
DESIRABLE:
 Experience in working in project management, administration and/or support finance.
 Experience of working in a computerised accounting environment.
 Experience of using Microsoft Sharepoint.
 Experience working in the Urban Water and Sanitation sector
 At least 5 years of working experience.
Skills
ESSENTIAL:
 Ability to set and meet tight programme deadlines, and flexible and adapt to change
 Experience in finance or project management, preparing invoices, budgets and forecasts
 Familiarity with project planning software
 Experience with document management
DESIRABLE:
 Good understanding of administrative, logistical and IT systems and processes.
 Ability to learn new skills and apply them to different situations.
