ZICA Urged to Train MPs, Mayors and Councilors on CDF Accountability

Educationist, Accountant, governance expert and Proprieter of University of Lusaka Professor Pinalo Chifwanakeni has called on the Zambia Institute of Chartered Accountants (ZICA) to introduce a three-month training programme for Members of Parliament, Mayors and   Councillors to strengthen accountability in the management of the Constituency Development Fund (CDF).  

Speaking during the 20th Graduation Ceremony of the Zambia Institute of Chartered Accountants (ZICA) held at the Mulungushi International Conference Centre in Lusaka, Prof. Chifwanakeni who was the guest of honour at the graduation ceremony said the proposed programme would equip elected leaders with the knowledge and skills required to effectively manage public resources and understand their responsibility in accounting for CDF utilisation.

He noted that there is currently no structured programme that provides  financial management  training for newly elected leaders, despite their oversight role in the implementation of community development projects funded through CDF. He stressed that public officials must recognise that CDF resources belong to citizens and must be managed transparently and responsibly.

Prof. Chifwanakeni further highlighted the evolving role of accountants, describing them as strategic advisors, risk managers, innovators and champions of good governance rather than merely custodians of financial records. He said accounting professionals have a critical role in helping organisations make informed decisions, create sustainable value and build confidence among investors, governments and the public.

He urged graduates to use their professional knowledge in service of national development by strengthening businesses, improving public financial management, promoting entrepreneurship, creating employment opportunities and supporting economic growth. He added that Zambia requires professionals who can help institutions become more efficient, transparent and resilient.

Meanwhile, ZICA President Joseph Matimba said the accounting profession can no longer be confined to traditional financial reporting functions. He said accountants are increasingly expected to serve as strategic advisors, ethical gatekeepers and champions of sustainable value creation for organisations, communities and the nation.

Mr. Matimba encouraged accountants to look beyond financial figures and consider the broader impact of their work. He said integrating sustainability into everyday business practices helps build public confidence, strengthen institutions and contribute meaningfully to national development. 

As ZICA marks its 20-year milestone, he reaffirmed the Institute’s commitment to empowering members through continuous professional development, digital innovation, strategic partnerships and advocacy for sustainability and integrated reporting. He added that ZICA remains aligned with national priorities, including the Eighth National Development Plan, Vision 2030, the Sustainable Development Goals and ongoing efforts to strengthen governance, accountability, fiscal sustainability and efficient resource utilisation.
